Thank you for visiting the business administrator's page. My name is Michael O'Rourke and I am the business administrator for the City of York. I oversee adepartment that is comprised of the Office of the Business Administrator, Bureau of Finance, Office ofInformation Services, Parking Bureau, Office of Human Resources and White Rose Community Television (WRCT) The department provides financial management support services, human resources management, and information systems management to the entire City and in addition provides parking system operational services to the City of York General Authority through the Parking Bureau and administrative services to the CYGA through the Finance Bureau, Office of Information Services and the Office of the Business Administrator.


About Michael J. O'Rourke:

Michael O’Rourke was born in Philadelphia, Pennsylvania where he worked and played until 1986. He attended Philadelphia public schools and Community College of Philadelphia. He earned a B.A. in Philosophy from Haverford College in 1983, a Juris Doctorate from Temple University School of Law in 1986, and A Master of Public Administration and Certificate in Government Budgeting and Financial Management from the Penn State School of Public Affairs in Harrisburg in 2000.



Michael has been in public service for over twenty years and for the past nineteen years he has worked in government including the Pennsylvania Courts of Common Pleas in Berks and Schuylkill Counties and for the County Commissioners in Schuylkill County. Prior to joining the management team at the City of York he held the position of Real Estate Department Director for Schuylkill County for seven years. In that position he had the pleasure of managing the first county reassessment since 1960. He managed multiple county operations including the Geographic Information Systems, Planning and Zoning, Assessment Bureau, Tax Claim Bureau, Coal Lands Management, and the Engineering Department and served as the project manager for the County Management Information Services Department.

Michael joined the City of York in August 2000 as the Business Administrator. As the BA Michael is the City’s Chief Financial Officer and the Director of Human Resources. He provides administrative oversight to the Office of Human Resources, and the Bureaus of Finance, Information Services, and Parking and provides staff support to the City of York General Authority.




At every opportunity Michael spends time with his daughters, Susie Amelia and Michaelina, his wife Janet and his standard Poodles, Charlie and Lucy. He also works on his old house, reads books on topics in Chinese culture, psychology, philosophy, sociology, law, religion, and history and especially enjoys cooking, gardening, antiques and listening to everything on public radio.
