Current 2015 Comprehensive Plan

In 1995, with the guidance of the York City Bureau of Planning, the people of the city began to write the story of their future.  The goal was to create a vision of York City in the year 2015.  The first step identified city residents, including those with a cross-section of interests, to be members of the Community Partnership Advisory Board.  This board assisted in developing an inclusive planning process that would reach the entire community.

The second step was to go to the people, the residents of the city, and solicit their views of the city, what they liked, what they didn’t like, what they would do to improve their lives and their city by the year 2015.  Their input was essential in creating a narrative for the future: Reaching for a Brighter Tomorrow. Hundreds of residents, at more than a dozen community meetings, aired their concerns and their hopes.  More than 2,000 individual responses were recorded.  Over a three-year period residents and local businesses came to meetings, participated as panelists and helped create the vision and how to realize that future.  They constructed a future for the city built on the many assets of the community and identified obstacles that needed to be overcome to achieve the Brighter Tomorrow.

The results of this public participation process is the York City Strategic Comprehensive Plan, which includes the Community Vision Summary, Policy Plan and Action Plan. Over the next 15 years the Policy Plan and Action Plan will lead to the implementation of the community vision while Reaching for a Brighter Tomorrow.
