Bureau of Health Mission Statement

The mission of the York City Bureau of Health is to prevent disease and to promote and protect the health of York City residents through the assessment of needs, the assurance of public health services and the provision of sound public health policies through dynamic and committed leadership.

About the Bureau of Health

The York City Bureau of Health provides public health services in the City of York.

The Bureau began in 1985 due to the foresight and generous gift from Albert S. Weyer. Mr. Weyer, a local tinsmith, died in 1906, bequeathing $80,000 to the City for public health services stipulating that the trust fund, in his name, was not to be touched for 100 years. In 1984, the York County Orphans Court ruled that the City could use the proceeds of the trust (approximately $2 million at the time) to be used for public health services in the City. Using these monies as well as city tax monies, the City applied to the Pennsylvania Department of Health to create a local municipal health department. The City of York is one of 10 local (6 county and 4 city) Act 315 health departments in the Commonwealth of Pennsylvania.

The Bureau of Health is funded by federal, state and city monies as well as proceeds from the Albert S. Weyer Community Health Fund (administered now by the York County Community Foundation). Services are provided free or for a nominal charge to City residents.

The Bureau of Health has grown over the years to an annual budget of $1.7 million. Eighteen full time employees and 2 part time employees provide services out of the Administrative Office (227 W. Market St.) and at the Albert S. Weyer Health Center at 435 W. Philadelphia St. Staff also provide services in the community through home visits, community health events and presentations, and environmental health interventions.

Community linkages and communication with local health care organizations and providers are an important part of Health Bureau operations. Public Health Points is a monthly newsletter distributed to physicians and local organizations that contains articles and information on timely public health issues. The newsletter also includes a monthly communicable disease surveillance report. The Bureau also develops an Annual Health Plan that describes our services and goals for each year.

Health Bureau staff participate on a variety of national, state, and local coalitions and committees dealing with public health issues.
