City of York Issues RFQ for American Rescue Plan Grant Manager

The City of York, Pennsylvania has issued a Request For Qualifications (RFQ). In doing so, the City is seeking proposals from qualified consulting firms for the American Recover Plan (ARP) and related funding. ARP is a $1.9 trillion economic stimulus bill passed by the 117th U.S. Congress and signed into law by President Joe Biden on March 11, 2021. The City has received $35,304,707 of the available funding.

The City will employ a selection committee that includes technical and non-technical personnel. The goal is to select the best suited consulting firms using a quantitative ranking system and possibly followed by an interview of selected firms. Evaluations will be based on the following areas in no particular order: Firm qualifications and experience, staff qualifications and experience, relevant project references, project team, responsiveness to RFQ, and price.
