The public is invited to provide community input on the city’s Consolidated Annual Performance & Evaluation Report (CAPER), produced annually by the city’s Department of Economic & Community Development (DECD) for the US Department of Housing and Urban Development (HUD). The report outlines how the city is using HUD funds.
Specifically, the city received approximately $1.375 million in Community Development Block Grant funds and $466,000 in HOME funds. These funds in turn will help build 135 new affordable housing rental units as well assist 150 persons to obtain quality affordable housing. In addition, approximately $356,000 was invested in park improvements, sidewalks, and street improvements; $43,000 was expended for housing counseling through the non-profit organizations Tenfold, CASA, and the York Literacy Institute; and $169,000 went into housing repairs. Over $278,000 supported codes enforcement to reduce neighborhood blight.
The draft CAPER is available online at https://www.yorkcity.org/wp-content/uploads/2026/02/York-2025-CAPER-Draft-02.13.2026.pdf. A public hearing will be held on the document on March 16, 2026 at 11 am in Council Chambers, York City Hall, 101 S. George St.
