Snow Removal Requirements for Property Owners

The City of York reminds residents and property owners that the Property Maintenance Code requires snow and ice be removed from sidewalks within 12 hours of the end of a winter weather storm. A sufficient amount of snow and ice must be removed to leave a cleared pathway at 36 inches in width for the entire length of the sidewalk in front of and abutting the property.

On sidewalks less than thirty-six inches in width, a path must be cleared that allows one pedestrian to pass at a time. Residents should keep a 3-foot radius around fire hydrants clear.

Importantly, snow and ice that is removed from a sidewalk or other property may not be deposited into the roadway.

Occasionally, snow removal operators have deposited the snow from businesses’ parking lots onto city streets. This creates a hazardous situation. The City is asking for cooperation in this effort and to make sure a business’ staff and contractor remove snow in accordance with these regulations.

City inspectors will patrol for violations, which can result in fines.

“We understand that winter storms can make cleanup challenging,” said Mayor Sandie Walker. “I’ve instructed City inspectors to give our residents a bit of grace today as people work to clear snow and ice. However, enforcement of the Property Maintenance Code will begin tomorrow, Tuesday, January 27, 2026. We appreciate everyone’s cooperation in keeping sidewalks safe and accessible for all.”
