Latest Billing for Garbage and Other Refuse, Information on Rate Increase

Customers should have received a refuse bill this month for the third quarter of 2025. This is the first quarter where new rates were effective for refuse and recycling collection.

Customers also should be aware that the total payment due on this bill includes an additional week of refuse service. This reflects the last one of two weeks of December 2024, which were not previously billed due to the transition in billing services. This charge will occur again for the 4th quarter. Starting January 2026, this charge will no longer appear.

The City of York’s contract for removing and disposing of residential and commercial refuse expired at the end of April 2025. The York City Public Works Department attempted to seek proposals three times. Due to the nature of hauling refuse in all cities, such as navigating alleyways and traffic, hauling cans and bags between parked cars, and the huge amount of waste that must be collected, finding a garbage hauler to service a city had been challenging. Ultimately, after three attempts, the City of York received only one acceptable bid. The company is ESC’s Disposal Service.

In addition to online payment, customers can pay a refuse bill in person at City Hall, located at 101 S. George St., Monday – Friday from 9:00 am – 4:00 pm. Customers may also mail a check made payable to “City of York” to the Office of the Treasurer, 101 S. George St., York PA 17401.
