Twelve New Probationary Police Officers to Be Sworn In

Please note that the swearing-in of the twelve new police officers will now take place at Stillmeadow Church of the Nazarene, 350 Chestnut St.

The York City Police Department will swear in 12 new police officers on Friday, January 6, at 1 pm in Council Chambers at City Hall, 101 S. George St. These new officers will replace other officers leaving the Police Department as well as increase the overall police force by 9 officers. The new officers are:

Victoria Baez was born and raised locally, graduating from West York High School. She studied in the dental field and was a dispatcher for York 911. She considers law enforcement to be more than just a job, admiring family members who are in the field.

Steven Cugini was born in Delaware County, Pennsylvania but was raised in Carlisle, Pennsylvania for the majority of his life. He is a corporal in the Pennsylvania Army National Guard, where he has served 8 years, including a recent 11 month deployment to Egypt. He worked at the 911 Center. He wants to give back to York City as an officer.

Jose Espinosa was born and raised in New York City. He served 6 years in the Army National Guard and 3 years on active duty in the Army. He was deployed twice to Afghanistan. His stepfather was a police officer, which Jose calls a noble profession.

Seth Grove was born and raised in York City. He studied carpentry and cabinet-making at York County School of Technology. He wants to protect and serve the city where he grew up and currently lives.

Tyler Harris graduated from Dallastown High School. He served 4 years in the Marine Corps. He wants to give back all that has been given him, and his father and brother already work for the York City Police Department.

Chadd Hinds was born and raised in York County and graduated West York High School. He achieved the rank of sergeant in the Army Reserves, where he has served 12 years. He has worked as a Corrections Officer at York County prison. He was inspired to join the police by family members who were police officers, and he hopes to make a difference for years to come.

Amber Kessler was born in Hanover, Pennsylvania and graduated Spring Grove High School. She has been a fitness instructor and an EMT and a member of the York County Sheriff’s Office. She decided to join the York City Police Department to get back on the streets.

Isaac Kissinger was born in Sunbury, Pennsylvania and graduated from Penn State Harrisburg. He was a deputy sheriff in Dauphin County. He wants to be part of the York City Police Department because it is striving to be a proactive, community-oriented, and technology-driven police force.

Toby Koenig was born in Allentown, Pennsylvania. He attended Lehigh Carbon Community College. He has worked at York Hospital. He wants to continue to help the York community.

Joseph Papale was born in Yonkers, New York. He served in the Army as a Military Police Officer and was deployed to Afghanistan. He attended Rosedale Technical College and has worked in automotive repair. He wants to serve the people and protect the community, as he has been taught to put others first and give back.

Nelson Reyes was born and raised in New York City. He served 10 years in the military, including both with the Marine Corps and the Army. He has been with the York County Sheriff’s office for the past 2 years. He wants to help and defend those in need.

Tony Tran was born in Harrisburg, Pennsylvania and graduated West Chester University. He worked for the York County Sheriff’s office. He wants to make an immediate impact in serving and protecting the public.
