The legislative power of the City Government is vested in and exercised by Council and in accordance with the Optional Third Class Charter Law of the Commonwealth of Pennsylvania. Every Legislative act of Council is done by Ordinance or Resolution. Council is comprised of five members, elected at-large, with members serving four year terms. The Council assembles on the first Monday of January following the regular municipal election to reorganize and elect a president to preside over meetings and peform other duties as prescribed by the Council.

The Treasurer’s responsibilities have increased since 1994. The office now includes investigation of all unclaimed money and enforcement of the fire acts regarding structure fires known as Act 93 of 1994. In addition to those duties, the office collects all property tax for the School District and York County of properties within the city limits. All money collected throughout the city system is deposited with the Treasurer’s office for disposition and fund transfers.

In 1907 the citizens of York wished to convey their waste out of the city. This was done by constructing a pipeline from the city to just north of York where today, a modern wastewater treatment plant exists. In 1914 the first treatment facility was constructed which included Imhoff Tanks and Sludge Drying Beds. Today, after several major improvements, the City of York WWTP produces a quality effluent that is discharged into the Codorus Creek. Please visit this link to learn more about the WWTP.
